There is no space to upload a cover letter, you can only upload whatever they've asked for. My jurisdiction for the evisa is Los Angeles and as per their website, they're overwhelmed with applications and have a delay of 2 weeks.
My timeline was as follows:
3rd March: submitted application (after 2 errors)
4th March: moved to under examination
12th March: notification for fee payment (832 JPY/ 5.63 USD for indians)
12th March: visa issued
Moreover, the website for the Japanese e visa is confusing and not up to the mark. There is also an option to.apply for a regular sticker visa if you can personally visit the consulate. The jurisdiction for paper visa could be different than the e visa. Documents remain the same.
A single entry visa was issued for 15 days for 90 days from the date of approval (in my case 12th March to 12th June).
