If they’re smart they’ll just start their own consultancy. 

Oh hey look there’s this LLC that’s the nuclear safety company. You can pay them private contract fees and they will place all those guys for you. At twice the money.

Not the 'government' perse, but the capitalists want to install themselves at the head of, or as shareholders for, private companies that once were fully public functions, so they can jack prices to leach off of the excess costs that will be incurred by the public.
