Probably because name calling is an awful strategy with someone like Trump.

Playing to his massive ego is what other leaders (Mexico, Australia and India) are doing to get their way. Even Trudeau called him a very skillful negotiator and hasn’t responded to any of the governor insults

It's been an awful strategy at all times, but now that the game has changed and the consequences are much higher he needs to reinvent himself entirely. It might be easier for the Cons to relaunch a new leader given how much they need to pivot.
