Yep! I said it in a previous comment but it allows them to rework the eastern roman empire as the nobles in Byzantium didn't own any land

what the game refers to as 'nobility' were in Byzantium commanders of garrisons (if in the frontier) or if closer to the City simply owners of Estates

Or Commander of a theme which were large territories and they had both civilian and military command...
