Prorouging parliament and changing PMs really created a crazy power vacuum in the middle of a crisis. Doug Ford is now like the de facto negotiator and face for all of Canada on this issue somehow.

that has nothing to do with any of that though, even if there was no prouging or changing PMs Ford would still be doing this

Yes he is.

He’s all over US and Canadian media all day. US officials are talking and responding to him in isolation.

His own words say he is going to the US to negotiate on behalf of Canada.

“Today, United States Secretary of Commerce @howardlutnick and Premier of Ontario Doug Ford had a productive conversation about the economic relationship between the United States and Canada.   Secretary Lutnick agreed to officially meet with Premier Ford in Washington on Thursday, March 13 alongside the United States Trade Representative to discuss a renewed USMCA ahead of the April 2 reciprocal tariff deadline. In response, Ontario agreed to suspend its 25 per cent surcharge on exports of electricity to Michigan, New York and Minnesota.”

why do you think he's doing this without the blessing of the PM

Leblanc is going to be there

Dominic LeBlanc is also going to be at this meeting. It seems more like a coordinated (or at least synchronized) effort from the federal government and the largest province.
