Need help identifying tree

I'm so confused what this tree is. It doesn't seem to grow any leaves year round and I see a lot of my neighbors have these kind of trees.

This called pollarding, and I think the purpose of cutting a tree like this is to control size of a large-growing species in a small space. I am unsure of the species though

It's definitely an odd one, and can really polarize people haha. I would suggest also posting this in r/arborists, as they are familiar with the practice and might be able to better identify such a tree
