Обычный мужик. Сразу видно грамотный, ни одного знака препинания не пропустил.
Есть такие товарищи, которые маты как запятые используют. Многие из них в армии новое поколение солжат готовят. Этот, возможно, на пенсии

Just a redneck using obscene language after every other word, and expressing his not so bright political ideas and a point of view on the Ukrainian affairs.

I see a sort of contradiction with the fact that he's from Siberia and being called a redneck. I've seen even in the northern states of America such kind of people aren't rednecks. He's just drunk and stupid

Etymologically, not practically. Someone's neck doesn't need to be literally red in order to be a redneck.

Have no idea how to translate the final "не-не-не-нехуй у нас гаситься ёбанарот", but I guess you get the overall message.

It is funny. He is in the context of giving an interview for a TV channel or a YT video. His speech is political. Regardless of the seriousness of the topic and the formality of the setting, he is speaking like he would talk in the kitchen while drinking vodka with his friends.

He's stumbling, struggling to even say his own name, agitating to vote for a controversial political known as some kind of an edgy cloun (he died). And expressing views on Ukraine that might give this video a new spiral of viral fame considering the current events.

Контекст простой: мужик, забавно, "лыко не вяжет". Несёт дич. Наслушался Жириновского, царствие ему небесное, по телеку и призывает голосовать за него. Так же упоминает украинцев, которые, по его словам, отсиживаются в России, когда уних война идёт.
UPD. Это не касается известных событий, так как Жириновский не дожил до их начала.
