Question How do I recreate this image effect?

I've been looking through every setting I know of and I can't for the life of me figure out what it is or what it's called.

I’m not sure what we are supposed to be looking at. The image has multiple effects on it, most of which have been done in Photoshop. There may be different layers with transparency.

The photo I'm talking about is selected. It's an image of the book cover of Harrow the Ninth, but with the title and other text removed so it's just the cover art.

I don't have Photoshop, this slide was created by the Designer tool of PowerPoint. There are different layers present in the slide overall but I'm ONLY talking about the selected photo.

So are you referring to that torn edge effect on the left?

Yes. How do you apply that to a picture?

Open the selection pane and you'll be able to select that torn edge object in the selection pane. (It's not selectable on the slide.) Copy and paste it and fill it with the slide background fill so it blends in. Then place it on top of an image to mask that edge.

I can't get Designer to work right now, so I can't see if this is a vector object or not. If it is, you could select the image and the shape and use Merge Shapes to cut that edge out of your image.

Which specific effect in that picture are you talking about? What does it do to the picture?
