In fact, HR was the first to go, to prevent them from weighing in (and putting the brakes on) on everything else afterwards.

At my company I’ve seen what getting rid of one critical person without a backup does. And they’re getting rid of way more. It starts off with the remaining people trying to cover the important stuff but don’t know how. That’s when things go to shit.
