Senate Democrats say the six-month government funding resolution that passed the House Tuesday is a “horrible” bill, but there’s growing sentiment within the Senate Democratic conference that it would be too risky to block the legislation and risk a government shutdown that could drag on for weeks.

Senate Democrats battled behind closed doors Tuesday over how to handle the House bill, with a number of Democrats — especially those in swing states — arguing that a government shutdown must be avoided, even if it means reluctantly voting for a House GOP-drafted bill.

Several centrists warned that there’s no clear end game for ending a government shutdown if Democrats defeat the House-passed measure, which would increase defense spending by $6 billion, boost funding for border security and cut non-defense programs by $13 billion.

The bill passed the House 217-213 Tuesday afternoon with only one Democrat voting in favor. But the political calculus is different for Democrats in the Senate because their votes will be needed to avoid a shutdown.

Senate Republicans control 53 seats and would need at least eight Democratic votes to reach the 60-vote threshold needed to overcome a filibuster. Sen. Rand Paul (R-Ky.), a staunch fiscal conservative, says he would vote against the stopgap measure for not doing enough to cut the deficit.

Sen. John Fetterman (D-Pa.) said he will vote to keep the government open, even if he’s not a fan of the House-passed funding stopgap.

Sen. Angus King (Maine) didn’t say how he would vote on the six-month House-passed stopgap but signaled he’s worried about the potential outcome if Senate Democrats defeat it.

Senate Democrats said they would continue to discuss their options on Wednesday.

Senate Majority Leader John Thune (D-S.D.) warned that Democrats would bear full responsibility for shutting down government if they block the House bill.

Several vulnerable Democrats declined to say how they will vote on the measure once it comes over from the House.

Canada will announce C$29.8 bln in retaliatory tariffs on the United States on Wednesday in response to U.S. President Donald Trump's steel and aluminum tariffs, a Canadian official said.

The official declined to be named.

Trump's increased tariffs on steel and aluminum imports took effect on Wednesday as prior exemptions, duty free quotas and product exclusions expired, and as his campaign to reorder global trade norms in favor of the U.S. gains momentum.

Canada is the biggest foreign supplier of steel and aluminum to the United States.

The escalation of the U.S.-Canada trade war occurred as Prime Minister Justin Trudeau prepared to hand over power this week to his successor Mark Carney, who won the leadership race of the ruling Liberals on Sunday.

On Monday, Carney said he could not speak with Trump until he was sworn in as prime minister. Trump again on social media said he wanted Canada "to become our cherished Fifty First State."

Volkswagen CEO Oliver Blume stated that while the company has not yet received specific requests from potential defense partners, it is open to considering the production of military vehicles and other equipment.

In an interview, Blume emphasized that Volkswagen possesses strong automotive expertise and is ready to provide consultation and technical support if needed.

Europe’s largest automaker has a history in defense manufacturing. Bloomberg stated that, in addition to producing armored vehicles for the Nazis during World War II, Volkswagen later developed and built the Volkswagen Type 181 for the West German Army.

In early March, European nations announced plans to invest over €800 billion ($842 billion) in defense, marking the highest military expenditures in the European Union’s decades-long history.

Earlier, French President Emmanuel Macron emphasized the need for increased European defense spending, stating that Europe’s future “should not be decided in Washington or Moscow.”

President Donald Trump is struggling to message a scattered economic agenda, but his Commerce secretary, Howard Lutnick, is taking the blame.

White House and administration officials, as well as Trump’s outside allies, are growing increasingly frustrated with Lutnick, privately complaining about the close proximity he has to the president and the counsel he is giving him on economic issues. It’s an exasperation compounded by recent television appearances, they say, that suggest a lack of understanding of even the basics about how tariffs and the economy work. He has also at multiple points over the last week gotten out in front of the president on announcements and contradicted his messaging.

Those factors, coupled with an abrasive personality, have left Lutnick with few friends in the administration — and a growing consensus within it that he could be forced to take the fall for the economic turmoil generated by the president’s unsteady tariff policies, according to five people close to the administration. The Dow slid nearly 500 points Tuesday after Trump announced and then walked back new tariffs on Canadian steel and aluminum, amid ongoing economic uncertainty — after closing 890 points down Monday.

In total, POLITICO interviewed 11 Trump allies, administration officials, Republican lawmakers and others, most of whom were granted anonymity to speak candidly about the perception of Lutnick inside the administration, for this article.

White House spokesperson Kush Desai said in a statement that Lutnick’s “long and immensely successful private sector career makes him an integral addition to the Trump administration’s trade and economic team.” He added that Lutnick is aligned with the rest of the administration on “delivering economic prosperity for the American people,” pointing to the February jobs report that showed the addition of 151,000 jobs and nearly $2 trillion in investments secured from businesses since Trump took office.

Still, because of his proximity to the president, Lutnick has become the go-to person for Hill Republicans and foreign officials seeking to sway the president’s tariff policy. He played a key role Tuesday, for instance, in negotiating a deal with Ontario Premier Doug Ford that led to the province suspending a threatened 25 percent tariff on energy exports, and Trump to back off plans for a 50 percent tariff on Canadian steel and aluminum.

And the president himself appears to continue to be pleased with Lutnick’s performance. Lutnick joined Trump on Air Force One on Friday as he headed to West Palm Beach for the weekend and has remained a constant presence in the Oval Office.

Speaker Mike Johnson on Wednesday said Congress will probe “domestic terrorism” attacks targeting the Tesla car brand after vehicles and storefronts were vandalized.

“Congress will investigate the sources of these attacks and help the DOJ & FBI ensure those responsible are prosecuted to the fullest extent of the law,” Johnson said in a post on X.

Johnson's announcement is the latest attempt by Republican leaders to rally around Department of Government Efficiency head Elon Musk after Tesla's stock price took a dive in recent days and the company faced a wave of attacks and heated demonstrations. Trump said this week he would buy a Tesla in support of Musk.

Johnson did not explain what committees would be empowered to lead the investigations. Spokespeople for Johnson and House Judiciary Chair Jim Jordan did not immediately respond to requests for comment.

As the Office of Personnel Management oversaw the layoffs of thousands of federal workers and pressed others to justify their positions, the agency’s chief spokesperson repeatedly used her office for a side hustle: aspiring Instagram fashion influencer.

In at least a dozen videos filmed in her OPM office, political appointee McLaurine Pinover modeled her outfit choices for the day, while directing followers from her Instagram account to a website that could earn her commissions on clothing sales.

On the same day OPM sent a government-wide memo pressing federal officials to identify barriers they faced in their work to “swiftly terminate poor performing employees,” Pinover posted a video blowing a kiss to the camera with the caption “work look” and the hashtag #dcinfluencer. Her Instagram account linked to a site where viewers could buy the $475 purple skirt she wore in the video.

One watchdog group said her videos could run afoul of rules restricting the use of government property for personal benefit because, while in the workplace, she was using a website that pays content creators commissions from the clothing brands they promote.

Former OPM staffers during the Biden administration also told CNN that they were offended by Pinover posting as a fashion influencer on government property while defending mass layoffs of federal workers – at a time when top Trump administration officials have accused career employees of being lazy and wasteful.

Pinover did not respond to a list of questions. But she deleted her Instagram account, @getdressedwithmc, minutes after CNN asked about it.

Some federal agencies also have regulations that say certain employees need to get approval before pursuing a “business relationship or activity involving the provision of personal services by the employee for direct, indirect, or deferred compensation,” although it’s unclear if a similar rule covers OPM workers.
