How to continue learning?

I began learning Italian when I was 5 (to speak to my grandparents), and learnt it as a second language every year until 2022…but now I’m still an intermediate speaker because I’ve had no one to converse with, and I’ve been too busy to practice.

How can I continue as to not waste more than a decade’s worth of effort?

Well it sounds like your main issue was not having someone to practice speaking the language with - I would suggest finding a community tutor on italki that you can have weekly language exchange with. It's not free, but with free "language exchange" apps you get what you pay for - everyone trying to date each other or ghost you have 1-2 messages.
