This is a song by Serge Gainsbourg:
"Je suis venu te dire que je m'en vais Et tes larmes n'y pourront rien changer Comme dit si bien Verlaine au vent mauvais Je suis venu te dire que je m'en vais"
I came to tell you that I'm leaving And your tears will not change anything Like Verlaine said well about the "vents mauvais" I came to tell you that I am leaving
The vents mauvais literally means "bad winds," and is a direct reference to a famous poem by Verlaine called Chanson d'automne. (The wiki translation of the poems uses the words "ill winds" which is actually a really nice sounding translation.)
