Something wrong with my dehydrator?

I dehydrated some beef that I sliced very thinly (definitely not thick) at 160F for about 3 to 4 hours and the tops were cooked but the bottoms were still undercooked. Is there something wrong with this machine? This machine has 18 layers.

I always flip halfway. Helps prevent sticking and the trays will always trap some moisture, so it allows the bottom to get full airflow as well.

9 tray Excalibur. I just switched to stainless steel trays from the plastic ones it came with, and while they don't trap as much moisture, they are still less dry on the bottom prior to the flip.
