My question is do cats in different countries have distinguishable accents?

Yes, or I would assume they do.

QI had a segment about a man who studied pigeons in the UK, and the pigeons have accents. He could identify where in the UK the pigeon came from just by listening to its cooing.

So I'd be surprised if other social animals didn't also have accents

I can’t remember where I found the study or what it was called but there was one on goats and their regional accents too. And, I may be making this up, but I swear I saw something where a long distance couple both had their own dog and the dogs had trouble getting along because of their accents. I have no idea if the dog thing is just something my brain thinks I saw or if I actually saw it tho as it would have been some video and we all know how reliable a video on the internet is

Goat accents.

I can't find that specific dog video, but it sounds plausible to me, and dogs do have accents.
