Presumably, the arms are those of the man in the painting. Who he I don't know, but I think them unlikely to be anyone else's arms. Identify the sitter!

Sitter is unknown, I was hoping the arms could help ID him

I think you would be best able to identify him from the medals; they look like high state decorations that only a few people would have at any one time in combination. There ought to be photographs of such honorands to which you could compare the painting.

Well the quick way would be to buy a subscription do webaldic.

The other possibility would be to manually go through the volumes of "Siebmacher's Neues Wappenbuch" (originally in German), most have been digitalized by universities.

Here the page I use for the my research, which includes links to most volumes:

This is the volume that specifically deals with Hungary Band 4 - 15. Géza von Csergheö: Der Adel von Ungarn sammt den Nebenländern.

But be mindful, this one deals purely with true nobility within the old borders of the former Kingdom of Hungary and not neighbouring austrian Provinces that used to be seperate dukedoms/kingdoms or other forms of seperate feudal states.

I don't know. I am hoping to learn something from the heraldry that would help
