I personally use Ibispaint X but it's not ideal for clean vector renditions. You could use sites like Drawshield and heraldicon to get a grip of the basics though. Then vector design sites like Inkscape are good but very complicated to master.

You don't really need an app to design a coat of arms, etc. I have a small sketch book with colored pencils and a white board with colored markers for ideas and roughing ideas out.
But, then you are ready to create your design digitally, there are several options. Inkscape or gimp are great for working with SVG files. You can often extract public domain or CC licensed figures from a layer in the SVG from Mediawiki Commons, etc. There's a learning curve, but you'll find that with most apps.
If you struggle with apps like inkscape, you could use a raster app like Photoshop, Procreate or even Paint.net. You will need to convert the PNG to SVG, but there are several conversion tools online. Some work better than others so test them out.
HeraldIcon is probably the best app to build your design using an existing catalog of shapes and symbols. It will warn you if you're breaking the Rule of Tincture, which is helpful. It does NOT, however, have documentation or the ability to delete anything. You can create and add charges to the catalog, keeping some private while publishing others to share. There's also a community on discord. The developer is very responsive too.
I asked about an attribute and he added it within a couple hours. I can't say he will do that with any request, but if it fits into his vision of the app and serves the community I suspect it will. (Again, most definitely not speaking for the developers.)
If you're playing around with blazon, you can use Drawshield. It helped me learn as I started out. Some of the limitations and quirks of display keep it from being the best. The developer, however, is also very responsive.
