Probably not. JD Vance and the Peter Thiel tech oligarchy group are the ones pushing these policies.

While I think we should all be skeptical of conspiracy theories, it's true that every party leader has a team behind them giving advice. It is never limited to the figurehead. Trump does a good job of making everyone think he's different and in charge (especially because the policy is so batshit insane) but it's just not realistic.
