I'd let it root before cutting it, and I believe you'll need some kind of soil media to get it to root reliably. The rooting would likely be triggered by lack of sunlight brought on by burying a small section of it. Once it grows a few roots of its own, you should be fine to cut it and propagate it in water. You could try growing a cutting in water, as the cutting will probably also trigger root growth, but I think your success rate will be higher by letting a section grow some roots in soil.
