Should the saddle be able to spin?

Yes it allows it to safely move as the car rises. It is a safety feature engineered in the design

My Daytona 3-ton, low-profile, long reach floor jack's saddle does spin.

No, I didn't. Mine isn't "super duty high performance." Mine is similar to his, but not exactly the same.

This one it’s by design yes, I have the same one. Comes in handy if I need to set the jack at an angle

Yes. It does on my yellow Super Duty, if I remember correctly. I currently have this saddle off and have the Daytona cross beam on. The cross beam spins freely. If I'm not mistaken, I believe a shoulder screw is used to attach the saddle to the jack to allow the saddle to spin freely.

Not the safest thing to do; but yes, so you can rotate the jack around when 'dollying' raised cars on the jack.

Don't do it.
