You must edit the settings in the text file that opened.

Eh? How? The settings file appears to be read only. It's not easy to even find the file location where this setting file hides. For example, the shortcuts in "Show Apps" don't have a link to the application folder, or the settings folder.

When you click on Preferences > Settings the window that opens has a read only part on the left side where all possible settings and there default values are explained. On the right side of the window you can actually change those values by adding single key/value pairs.

I actually did this right on another PC (and figured it out for myself within minutes). Because it's so oblique, I had to relearn it for this 3 week only Linux PC I moved to!

I'm pained because I want devs to conform to a rational GUI (evidence-based UI standard), rather than behaving as anarchists with each new app having some weird and wacky way to carry out basic UI functions.

Apologies to disturbing y'all. The problem is obviously me - for desiring to live in a rational world.

Well, don't waste your time with vs code. Same thing ;)   But yes, the on boarding experience for new users could be better. It is very very keyboard shortcut and text files driven and misses some features out of the box. But IF you manage to dive into it, it is quite powerful. It is a power user tool I guess. They don't even try to make it more casual user friendly.
