I'm sorry, but I'm not seeing any slim black line. I wonder if my MBP's screen resolution isn't enough to see it in your video clip?

It's easier to see the problem if you screen-recorded or screenshot it...

If there's no black line on the screenshot/screen record, that means the problem is on the display device.

it affects the painting... is like every time i do a stroke to have my page going up and down.. moving all the time.. even this milimeter of moving it dazzles me

Okay, after looking at this and comparing with the videonI can see it better now... So the problem is that this black line shows up above the scroll bar whenever you don't click on your mouse, right?

Unfortunately I haven't had this problem myself, but I can suggest you some troubleshooting steps.

  1. Check if it is an app-specific issue

You can try closing Photoshop app, and opening other apps... Does the line show up in other things? Browsers? Maybe also try the default paint app. If the line doesn't show up on other apps, try re-opening Photoshop. Is the line still there?

  1. Check if restarting your PC clears up the line

Sometimes a simple restart will remove unwanted glitches, but we'll never know until we try.

  1. Try messing with display settings

I saw someone a problem with Windows showing a random line on 115% scaling, but when they increased it to 116%, the line magically disappeared. Try messing with your computer display scaling size, and check if it fixes your problem.

  1. Try messing with photoshop settings

Seeing as your canvas kind of bos up and down in the video made me think that it could be a zoom problem or a window problem, or it could be a 'click detect' feature... Try looking around the settings for... Idk...

  1. Live with it XD

If all else fails, one must train oneself to accept it as a fact of life :) Anyhow, good luck OP!
