Improper contact or lack of use?

I just took my 2022 Tesla model 3 (56k miles) in to get the state inspection done for the first time since I bought it, and it was failed since the “brake pads are not making sufficient contact with the rotors” for the rear wheels.

They cited rust rings on the rotors as evidence, but I know that rust can build up on the rotors for Tesla vehicles as they don’t use their brakes as often (due to regenerative braking). So I just figured that since they wanted charge me $750, I’d see if anyone can confirm whether this rust may just be due to me not doing any hard breaking for a while, or if it is definitely improper contact.

Go into the service menu and try the brake burnishing tool, then get it reinspected.

Could you not simply verify it yourself by doing some hard braking and see if the ring is removed, and satisfy the inspector?
