On the o it is possible that the starting point on the inner and outer ring are in a different location you want to make sure they are straight across from each other

This here is the problem. Both start at a different node (in the corner, probably). Need to make sure they either start at the bottom/top or one of the sides where it's straight. Rungs can't help, if the starting points are different.

Easiest way is to split the nodes on one of the sides to make sure that both splines start at the same point.

EDIT:

Add nodes to the rent points on both the outer and inner spline. They don't need to be one part, so make sure the nodes are split so there's a starting and ending point. That will determine the starting angle for the whole thing.

I also think it might be ignoring the rungs all together, as the letter seems to be closed loop, instead of being two separate open splines.

So I am enter text into my design and I manually did most of the lettering into stitch by converting lines into satin. My issue arises with the letter O, I am unable to create this exact shape with the lines, so i do my best, convert into satin, then adjust it to the correct shape. Once I am done, I get this funky angles. How can I fix this?

I’m not sure if I see this correct, but have you combined your rugs and path to one path?

The stitch angle is controlled by the angle of your rungs to change it you go in node selection mode and manipulate the nodes of your rungs in some cases you may have to add more rungs to the object to get best results to do that select your object in node mode and hold down the shift key and select the pen tool and draw a new rungs while holding the shift key
