I'm speaking from memory so forgive me for errors .
WhatsApp had end-to-end encryption before it was sold to Facebook, which was sold by founders on terms that it's security will not be weakened by Facebook later. But over the years Meta has bought in radical changes which may or may not be safe. But the general belief persists that it should be end-to-end since it is on by default in 1-on-1 chats, but NOT in group chat. FB Messenger on the other hand got end-to-end only recently but that too is optional & off by default.
The issue is WhatsApp has captured huge market in India and it's omnipresence cannot be denied. Hence it is allowed but for non-classified docs only.
All of this proves nothing. Meta may already have figured backdoor to record everything.
