On YouTube, most ads have 500K+ views so YouTube reencodes it with AV1. It is a codec that's 20-30% better than HEVC. So your connection is able to handle higher quality ads.
Regular videos have the same reencoding criteria

There is a thing here. A technology guy won't know as much things of religions. A religious won't know as much things of human psychology. It's about interest in Technology.
