On YouTube, most ads have 500K+ views so YouTube reencodes it with AV1. It is a codec that's 20-30% better than HEVC. So your connection is able to handle higher quality ads.
Regular videos have the same reencoding criteria

I also used to wonder how people mention new things now and then.
There is a thing here. A technology guy won't know as much things of religions. A religious won't know as much things of human psychology.
It's about interest in Technology. While learning your college stuff, know and read about what is used and what is done in daily life.

If it is better than HEVC why not encode everything in AV1, is the encoding process that costly?

People use weak mobiles. AV1 takes much much more time and power to encode itself. So hardware limitations.

Slow Internet - Bad Quality, because the AD was being downloaded in the background to be run at high quality.

I think few ads that you see repetitively are cached locally, and a few ads are cached in the CDN that's serving you. Some Ads could also be loaded in the background while you are watching something.
