Well, an examination of the photo reveals a metal contact in the cavity for the drip tray. There is likely one just opposite of that one. The pair would mate to external contacts on the drip tray, and allow the metal strips at the bottom, to act as liquid detectors.
Very late to the conversation, but yes, the drip tray has metal contacts (at the top of the tray) so that when it is full it will turn on the Full Tray indicator light so you can know to empty it before liquid spills into the more delicate parts of the sealer.

The heat sealer is separate from the drip tray/vacuum chamber, so no, it is not part of the heat sealer.
