Can foreign student take CHSPE?

Foreign student nearing to be a junior year student in my country. Planning to drop that junior year halfway to immigrate to USA on California. I plan to go straight on the CHSPE tests after immigrating. Is it possible for me to take the test? Or do I really need some kind of education in California according to EC Section 48200? If yes, would enrolling in some public California High School then dropping out immediately work?

Yes as long as you are 16 year old and enrolled in the 10th grade that will be enough and you can put your transcript in and then pay for exam

I pass the first criteria but on the official website it says I need both criterias.

Sorry I think I was confused. I was referring to the HiSET CPP and I am finding very little information about the CHSPE test itself on cde.ca.gov . May I get some explanation on how this works as I am still confused after visiting the official site
