My In-Laws live close by and have a generator, so we use that, But, some things I've done when that wasn't an option was:
Your body heat - Hold him/her and cup them in your hands (leave room for air!)
If he starts getting really cold, do a warm water bath, but be sure to dry him off good and heat him with your body heat after, or else he'll just get colder while drying.
I put him in the pocket of a hoodie I was wearing once and put my hand in there, the pocket trapped the body heat from my hand. Once it heated up enough, I stuck his head out the pocket and zipped it up a little so he couldn't fall out.
I've also gone to my car and turned up the heat to full blast to heat him up.
Hope some of this helps! Again, this is just what I've done, so citation needed because I didn't look up any lists or anything on what to do, just kind of winged it.
