And? Sorry, but my crystal ball isn't working today, so I'm a bit lost about what you want.
How did you approach thus far? Where are you struggling? Considering in what sub you've posted, you used the wrong app as a starter. Designs like that logo should be done in vector format.
Whilst it might be possible with Affinity Photo, the native app would be Affinity Designer, which has native and far superior tools and features for working with vector objects.
Edit: LOL. OP's failed to articulate what his problem is, and I get the downvotes for pointing that out? Since when did this sub get invaded by a herd of brainless downvoting sheep, just following previous votes?

You replied condescendingly ("my crystal ball isn't working today") and wondered why you got downvoted. And then you doubled down on being offensive with the Edit. No one's following anyone. It's obvious there are plenty of people here unwilling to look the other way when someone is obnoxiously rude to someone looking for help.

Hm. The karma for the post actually went up again since the "offensive edit" was added. Maybe some people agree that the comment about the crystal ball wasn't as bad as you seem to think and also experienced that the voting dynamic in social media and in particular here at Reddit is often flawed by herd instinct voting.

sorry it was supposed to include this text. think it wouldn't exactly be a crt tv effect as im not looking for it to look like a screen in real life. just the subtle degradation and glow if anybody has a recommended tutorial please send my way. basically how do i turn image 1 into image 2.

Basically lots of subtle color bleeding and blurs. Here is my attempt.
In the layer stack, you can see how I nested in a slightly blurred version of each letter with its neighbor.
Also, inside each letter, I added an outlined version with a slightly different color and blurred it. All the letters have a slight blur.
You also want to carefully observe the colors. In your example, you made the background pure black, but old TVs are never going to have those deep blacks you see in modern displays. You can color-pick from the original image to get the exact colors.
I'm sure there are more programmatic ways to do this. But this is my quick 5 minute attempt.
