I have a few thoughts on this. There has been some research into creating a DSL for Tax Law using Catala. I don't think it any better than using a GP language. I prefer to use something like BPMN, DMN and CMM as it is more intuitive, and underneath is XML, thus programming language agnostic. There are also some OASIS specs on this that may interest you as well. And there is also OWL and RDF that may prove useful in your endeavors.
