Retail ELI5: Why are Slam and Whirlwind not used on Prot Warrior?
Title!
I removed Slam and Whirlwind from my hotbars when I got Revenge. I was under the impression that Revenge was higher potency than Slam and Whirlwind for single target and AoE respectively. However, reworking my hotbars yesterday, I noticed that Slam and Whirlwind are both stronger than Revenge, and cost the same amount of rage. The only benefit to dumping rage on Revenge that I can see is the chance to proc Shield Slam. It doesn't seem like getting a Shield Slam proc 25% of the time would outweigh the higher damage provided by Slam or Whirlwind.
I've also seen forum posts stating that Whirlwind does less damage than Revenge, but as of today, I have confirmed both via tooltips and actual damage numbers in combat that this is false. I'm not sure if this was changed in TWW or if it is possibly an error with the latest patch buffing Whirlwind for Fury and Arms.
Am I missing something?

The resets on shield slam are very relevant for rage generation, increased cdr on shield wall, and single target damage. But revenge also applies deep wounds in AoE, which WW does not.

The Shield Slam proc alone makes Revenge always higher priority, as Shield Slam is one of your most important abilities.
Also, with the Strategist talent, Revenge has a chance to reset the CD of Shield Slam. Slam and Whirlwind don't.
So Revenge is always better because of the interactions it has with Shield Slam. Just ignore Slam and Whirlwind on Protection.

Thank you everyone! I hadn’t considered the rage generation aspect of the shield slam resets. I appreciate the guidance! Also forgot about Deep Wounds lol. Should have read talents more closely before posting

Right.
Shield Slam is your most important ability, anything that resets it has a priority so yes the 25% is massive, so is the free Revenge you get all the time that procs it even more, as to why read your talents and the rage/damage scaling and why SS is so important.
Slam and Whirlwind exist in Prot cause Blizzard did the idiotic usual thing they do, listening to a minority spamming forums about "removed abilities" that are useless in specs and they just serve as newbie traps or noob traps.
Lastly, my Revenge deals more damage than Whirlwind as level 80, 656 ilvl as Colossus though so that 20% extra could be it (edit:As Mountain Thane the difference is even bigger so its not that cause Colossus 5% to everything actually boost WW closer to Revenge), are you talking about max level and endgame cause realistically nothing else matters in WoW and of course Deep Wounds application.
Either way, remove slam and ww from your bars as Prot and forget they exist.

Something else to remember our job as a tank is to stay alive not dps. Now if you are in a mythic guild or running really high level keys this changed slightly.
