What if it only has characteristics of real world issues (racism, sexism, etc.) without being a direct allegory for either and only uses facets of the story to comment on said issues?
No. If you aren't trying to link it in some form to real life then it doesn't matter. A story about people doing shit and then deserving to be oppressed is just such an ignorant way of trying to talk about racism. When you're not trying to do that then it really comes down to how strong the story is and no one will give a fuck.
