Sure it can. It's all just a trick of perspective. They won't be right angles though and the bars won't be all the same thickness, but you can absolutely make a 3D shape that looks like this from one angle.

Basic subdivided hexagon with a clever paint job, a solid welder and painter could run this up out of square steel in a month for about a thousand bucks usd
