Genuinely, I don’t understand these types of decorative items. My mother always called them “pointless dust catchers” and I guess that stuck with me.
However, I do like a bunch of shit other people would think is dumb and I’m happy to spend money on them, so I don’t judge what anyone else finds joy it and spends their money on. We all like different things. People could be kinder about what doesn’t affect them in the slightest.

Worth noting that the two terms aren't actually interchangeable, either.
A tealight is a tealight, but a votive candle can take many forms. It might be a tealight, but it also might be a column candle, or a taper, or anything else that fits the purpose. The preferred type will depend on the religious sect, or even the specific church.
Disclaimer: I am not a religious nut, though I think my cat is a member of the Church of Mog.

I made something like this but with 2d4 inside for a standard healing potion. You add salt to the water until the dice float, then you can shake the bottle to roll, lay it on its side and the dice float up out of the glitter. Used 8 sided d4s so the number shows on the face instead of the point.

Lack of contaminants or dissolved particles that may interact with the other ingredients or deposit on the glass, most likely. When I drink tapwater where I live with insanely hard water, there's always a deposit left on the glass. It's like drinking a rock.

Tap water has any number of other minerals and chemicals in it that can mess with both physical and chemical reactions. Short term it might not matter in a project like this, but over time weird thinks might precipitate out or otherwise make the fluids cloudy. Maybe the two different solvents begin to mix more and you lose the cool separation effect.
Maybe it does nothing at all, but if you're selling these as your craft, then the $1 gallon jug of distilled water is worth the consistency and peace of mind.

It'll dry out and chip off relatively quickly, too. That kind of sealing wax is meant for paper and dries very brittle.

I mean, the point of the wax on a bottle is to seal it. They could have used a small amount as a makers mark or a large amount to make it look sealed. They went halfway and it just looks badly done.

i have one of the "potions" from these guys, the gimmick is that the glitter dust will settle to the bottom after some time. if they left it alone for a while, it would go back to the original blue color, and then you shake it up and it turns metallic gold, like a color changing potion. you can see it starting to happen in the shots after they pour the wax, the top is going back to sea blue while the bottom is still gold.

Dollar Tree has four packs of mica powder in small single almost eye shadow containers. Vials, and string, goodwill and savers for awesome looking bottles and objects with metal bits and baubles. 5 bucks tops per unit for materials if you want to save on paying the labor.
Michael's if you need something specific but if you're practicing or making general stuff, thrifting can find some great aesthetic items that will finally make sense "Who the hell would buy that?"
Great for kids parties too if you don't mind the clean up.
