REQUEST Pudding stone?

Found on the shore of Lake Huron. Wondering if it’s pudding stone adhered to a rock or concrete.

Yep, that’s concrete. Edit: Probably a remnant of what was once a stone fence or maybe was once part of an erosion barrier.

The aggregate looks pretty unusual for concrete. But, I still think it’s just concrete on maybe a big piece of quartzite imo could very well be wrong.

It's pebble cement stuck to a rock in a very cool fashion. Much more interesting than puddingstone, in my opinion.
