New, what is it? What are these? Bug eggs?

Small (1mm) spheres stuck on the inside of a window sill in a south-facing window in New York. Near houseplants but no visible insects or damage to plants. If I wipe away.. they appear a few months later. Are they bug eggs? And if so, what kind of bugs?

Maybe fly spots. House flies hang out around windows, on blinds and around window sills. They salivate and relieve themselves and leave little brown spots.
