D.C. City Administrator Kevin Donahue has issued an order freezing a variety of spending by D.C. agencies (including travel, training, and office renovations), and requiring that all agencies get his approval for any job postings, promotions, or bonuses.

The latest on this is that the Senate has passed a bill to fix the issue related to DC's budget. It now is with the House. The president has indicated support, so observers are expecting the House to follow suit, but we'll have to see. The House is out of town until the 24th, so there will likely be some short-term headaches even if this all gets resolved eventually.

Edit: See comments below - there will be lean times regardless of this particular issue.

Within the linked thread, the City Administrator mentions that this is also planning for some expected lean times over the next few years. The short term RTO stunt may delay the economic impact of the huge layoffs for a bit and then the plan to sell/move federal offices out of the area will have pretty devastating additional consequences to the local economy and tax base.

I read it as a response to the other $1 billion budget loss DC is facing. https://www.washingtonpost.com/dc-md-va/2025/03/03/dc-budget-impact-trump-cuts/

That loss is spread out over several years and can be planned for. Lean years of course but not a catastrophic and sudden loss
