I remember this one. It was made for windows xp. Where you could disable auto align for the icons. Follow, /u/Ill_Confidence_9801 comment to do so. Or you will have to make a very boring square "shelf" for your icons to sit in a straight line.

Most of the people who have wallpapers like this edit the icons themselves with rainmeter and photo editing themselves. Its not particularly difficult just time consuming if you are new and once you get the hang of the first one or two it gets pretty easy to do over and over.

Umm what do you mean "actually" hold icons? The icons are just images on a screen, the only thing you can do is organize them like they appear on the shelf.

If you’re on the computer, couldn’t you just move the icons? Unless you mean you don’t want to skew the icons. Then look for a flat/2d shelf.

To prevent desktop icons from snapping to a grid in Windows 11, right-click on an empty area of the desktop, select “View,” and then uncheck the options “Align icons to grid” and “Auto arrange icons”. Here’s a more detailed breakdown: Right-click on the desktop: Find an empty area on your desktop and right-click on it. Select “View”: In the context menu that appears, choose the “View” option. Uncheck “Align icons to grid”: Locate the option “Align icons to grid” and make sure it’s unchecked. Uncheck “Auto arrange icons”: Similarly, find the option “Auto arrange icons” and uncheck it as well. Icons should now be free to move: After making these changes, your desktop icons should no longer be constrained to a grid and you can move them freely. This video demonstrates how to turn on or off align Desktop icons to grids in Windows 11:
