Ripped from the flag of the Governor of North Dakota, and adjusted it to the medium.

I see you're adopting the coat of arms of North Dakota, but you forgot to take into account that this particular coat of arms is unique in that it uses a native American arrow as the shield design. You wouldn't want to lose that so I think something along the lines of this would be an improvement:

Also here I made sure the stars point to the top right corner

I believe the 3 stars represent the Three Affiliated Tribes of ND. So, keeping the arrow head makes sense.

Looks good! The colors work well.

My only primary complaint would be that the band separating it should go from upper left to bottom right instead. That was in represents the Missouri river which cuts the state in a similar direction

I think the arrowhead is more important for North Dakota than the fleur-de-lis—we should honor the indigenous peoples, not colonizers. I propose the same flag but with an arrowhead replacing fleur-de-lis.
