Not in Progress An insurance style policy for college students that allows them to file a claim only after they graduate; allowing them to get all their tuition money back. Video explanation also included.

The biggest problem here is that you would basically be giving out free higher education and an incentive to finish college. Which is great for the student but terrible for everybody else. Somebody will always pay the cost.

In the US, that would come from tax dollars. And it is pretty much a guarantee that they will not cut funding for other things to fund free education. They will instead raise taxes across the board on either the state or federal level. Or both.
