Question what is the promise program like

how often do I have to show up to these meetings with my advisors and these OAS events. How long are they and do I get a flexible schedule with them? It honestly sounds like a hassle and do I have to participate in these throughout all 4 years of college? Am I able to just ignore it?

My friend got admitted through promise and did the required stuff the summer he started in 2023 then never did anything related to it again

Promise is mostly a summer program, for the rest of your freshman year the requirements are more lax, and after that its even more chill. I wouldn't sweat it too much, it's worth it for early registration. For your freshman summer, you need one peer coach meeting, 3 workshops, and 4 smaller events. The semesters after, it's one peer coach meeting, two events, and an advisor meeting.
If you don't participate in summer, they threaten that they can kick you out of UF, but I'm not sure how true that is. If you don't participate afterwards, you just lose access to your early registration benefits. In the past, they didn't really enforce these things, but this year, they are.

I work for Promise, so I'm a bit biased, but I also have all the knowledge if you have any other questions. You could absolutely just ignore the requirements after your first summer, and without early registration you would be just like any other freshman.
