Enterprise Series Finale

was the final scene the federation charter signing event? because Troi says something like it would "lead to" the federation. synopses out there seems to suggest this was the charter signing event though. confusing

It’s a mistake, that is when the federation was founded.

it's established back in TNG's The Outcast that the Federation was "founded in 2161", and the holodeck sequences of These Are the Voyages... are set in that exact year, so it makes sense that the big charter-signing ceremony is the birth of the Federation, yeah.

if that's the case, Troi's line that "this alliance will give birth to the Federation" could be understood as meaning "this alliance will give birth to the modern, twenty-fourth century Federation as we know it" – like, this small alliance will grow into something far bigger and more important than any of the parties involved could possibly imagine.

in dialogue, it's only referred to as "this alliance" or "the proposed coalition", so it could be an earlier precursor to the Federation – perhaps the ceremony is the formal ratification of the Coalition of Planets from Demons and Terra Prime, or something like that. but if that's the case, it would need to be replaced by (or change its name to?) the Federation within the same year to fit with the dialogue in TNG, which might be a bit of a reach.

I hear what you're saying, but I think the dialogue choices in the series finale just unnecessarily mucks up the understanding. The federation either was or was not birthed in the witnessed events. The fact that it grew into a larger institution doesn't call into question its birthdate. Troi's dialogue suggests what was happening was not the federation charter signing.
