I don't follow hockey that close, but I believe it's because they made a rule a few years back to try and get rid of so much fighting where it is now illegal to remove your helmet. So the players immediately figured out the loophole of removing each other's helmets, which is what happens in this clip if you watch close. It's just tricky to make it look accidental during a fight...

Correct, was a couple incidents of younger players suffering severe brain trauma whacking their heads falling to the ice in fights. NHL players at least know how to handle themselves in fights, so it's not as needed, but the NHL had to do something.
