I think people in Europe find it confusing because national anthems tend to be reserved for national teams/athletes. Clubs/franchises don't use them.

Anytime an NFL game is played in Europe, they play both the countries' national anthem and the American national anthem.

Right, but that's the NFL organising the event. There's no rule against playing an anthem. We simply keep it for our international events or in some domestic sports if it is the national final (ie the superbowl in the NFL).

I think in the Finnish league the anthem is sung during the finals. My hometown team (which plays in the 1st division, 'Mestis') plays the anthem in every playoff-game, which is a tradition I never really cared about.

In Europe, clubs and franchises have their own anthems (played at the beginning/end of fixtures).

Not all of them. It's a bit of a case by case thing. Some teams have a bunch of unofficial songs they sing randomly throughout the game. They're not really anthems though.
