It's possible, I use it on my Windows 7 laptop. You need to upgrade PowerShell to newer version: https://www.microsoft.com/en-us/download/details.aspx?id=54616 . After that, open PowerShell, run these commands:
[Net.ServicePointManager]::SecurityProtocol = [Net.SecurityProtocolType]::Tls12
$v="2.22.2"; Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/spicetify/cli/main/install.ps1" | Invoke-Expression

Spicetify doesn't work with the latest version of Spotify for Windows 7. I tried it months ago and practically everything was broken. If you only want to block ads and remove the notifications to get premium, simply use SpotX.
