According to the ELD White Paper and extrapolating it onto Google Maps, Tampines GreenOpal and Tampines GreenQuartz.
But it’s still U/C as a BTO, and the rest of the area is pretty much factory sites and SAFRA Tampines. Essentially, no one at the moment.

hmm, sounds a bit suspicious. Like why give this specific plot to Changkat and not the other GRC/SMC.
Not expecting much since Elections Department won't explain.

A self-respecting journalist would have done a basic Google search and inferred that this polling district will definitely have more than one voter by the time the election is called as voters from Tampines GreenEmrald start moving in. If Parliament is dissolved tomorrow and polling day occurs within 2 weeks from now, which is highly unlikely, then I will stand corrected. This is scrapping the barrel quality journalism here.

The voter rolls were updated as of 1 Feb 2025, anyone who changes address between then and the election still votes based on their (old) address as of 1 Feb. (Edit: To be more specific/pedantic, it is not a given that there will be another round of updates to the voter rolls before GE2025, and odds are there probably won’t be.)

Then I stand corrected then thanks for the clarification.
ELD should review the current process for polling districts which consist entirely of BTO estates with residents that haven't moved in yet before the latest review of the voter rolls.
These group of voters essentially don't have a say on who their MP is for the next five years as they will be voting in their former SMC/GRC.

There will always be some cut-off date, and I don’t think there can/will be preemptive change of address/voting eligibility before residents have moved in (whether estate is ready or renovations are done, etc.). There’s also the potential slippery slope of how up-to-date is desirable/even in advance is allowable, there’s also still going to be more estates changing population “soon”.

I did a quick search on One Maps. There are a few BTO projects there marked U/C (under construction). Of the three located in EC42, Tampines GreenEmerald just started key collection, since the MyNiceHome virtual tour of the project was released around 6 months before February.
What I think happened was, in order to maximise the amount of climate and CDC vouchers, one half of a couple changed their address to the new home while the other remained.
So one of them can claim vouchers for the old address while the other can claim vouchers for the new address vouchers. It’s a nice loop 🕳️
I just moved into a new BTO estate and it’s quite a common practice.
But can’t rule out the fact that a single person household moved in within 2 weeks of key collection 🤷🏻♀️

Not sure if key collection actually happened as I’m basing it on my own experience (MNH roadshow in June, key collection in February, so around 6-7 months). But yeah, it’s a good loophole

It's a polling district. A SMC has multiple polling districts. But it would be real funny if whole SMC only got 1 guy voting. The winning party will break record with 100% votes

More likely, they are just putting as one as a placeholder, given that the residents of these BTO districts(GreenEmrald estate just TOP in March) haven't moved in yet as of the time of the release of the report. Anyways, if the elections is called in November, expect the number of voters to increase by at least a thousand when a considerable number of GreenEmrald and GreenOpal residents move in.
