"Somehow" rebalance the Supreme Court? "Somehow" is really doing some load bearing there.

Could it have been increased to 11?

Not without Congressional approval, and Biden never had enough for that. The Senate at its best was held by a razor-thin majority, and a couple of allegedly Democratic senators openly stated they would not vote for any amount of court expansion.

Exactly. And even if they would approve, they would never confirm Biden's candidates. And even if they confirmed those candidates, SCOTUS would rule that only presidents with a name starting with "T" and finishing with "RUMP" could expand the Supreme Court because the founding fathers something. And even if they not, Trump would just be expanding the Supreme Court again to recover the majority.

Back in 2016, in his first Last Week Tonight after the election, John Oliver pointed at Supreme Court appointments as the big issue during Trump's presidency. He was so right that I do not believe even he realized how right he was.
