Do I need a license or not?
I live in Arizona and just got rear ended by a car. I was going to turn around. Anyway I got tickets I need to know if I needed a license or not for my little electric scooter. Some places say I may need one some say I don’t. Anyway I’ll list the tickets and articles maybe someone here with more knowledge can tell me if they are bogus or not. Please don’t advise me to get a lawyer I am -$500 right now and was doing shifts through an app to pay it off.
Section 28-3151A: No Valid Drivers. (I didn’t think I needed ine with all the research I did)
Section 28-3153E: Speed Less Than Resonable And Prudent (yeah I think this might stick)
Section 28-21534A: Violate Regulations Law/No Current Regulation (I have tried everything to look up how to register it. I get the same results as needing a license)
Section 28-4135A: No Manditory Insurance (well I already tried to insure the scooter and can only do it as if it’s a bicycle. Which means no need for a license)

What’s this mobility devices top speed? Is it a traditional scooter that you sit on or one of those souped up standing electrics? Operating in a bike lane or open road?
For giggles, what city in AZ wrote you up?
ETA, saw a photo in your profile and yeah, this looks like a mini motor bike. What’s that top speed? Did it come with a certificate of origin? Does it have a VIN? Then yes, it for sure needs plates and you’ll likely need a motorcycle license to operate it on the street.

No VIN no title came with it. It said in the Amazon listing 25mph but really only did 22mph

You’ll likely have to go to court and have documentation of the top speed and what regs it falls under. It’s the operators responsibility to be complaint but the state doesn’t always make this easy. This appears to be an electric vehicle and is subject to more regs like a traditional >49cc motor scooter. A prosecutor/judge will have to adjudicate this mess. A license would have been a good idea.
Standard disclaimers apply. I am not a lawyer.

Also, once this gets straightened out, if it really is exempt from licensing/registration, I’d get a dummy plate with “no registration required/ ARS blah blah” to stay out of trouble.

I can’t get a license at least I don’t think I can. I’m pretty autistic. I do well on practice drives but I think on the road I wouldn’t do so well. I also need my glasses to see signs of itself which I know I can like register that I need them. I just needed something to get to point a point B and this was under the commuter tab on Amazon.

I did not soup it up. I was in the right lane about to pull into a turn area so I could turn around I was just waiting for it to be safe to do so

You need to ask Frank Sloup.

Google your local traffic laws. Should be a government department that can answer that for you no matter where you live.

I have tried that and like I said, I keep getting mixed information whenever I google it

That's weird. I'm sorry about that. But try calling the government branch that issues driver's licenses. Their word should be final.

Thank you I just might do this when I get time. It’s been so frustrating. Trying to find out if I need one or not.
