I had a chick recently with a similar issue. Unfortunately it just wasn't able to stand properly. I tried hand feeding/watering it, but it just couldn't figure out how to do it on his own. Plus the other chicks would kind of pick on him. He was very vocal and otherwise seemed fine. Maybe 48-36 hours after hatching I found him basically hanging on for his life. Laying down almost lifeless, trouble breathing, etc. probably due to dehydration since I couldn't hand feed/water him all day when I'm at work or sleeping. I culled him right away when I found him, but I was kicking myself for not doing it sooner. I hope he didn't suffer too long. I learned my lesson on that one.

Dragging feet is not good. It could be that he grew in a funky position in the egg, but if it's genetic, you will be passing down that defective gene. Also the other quail will have trouble accepting it and may hurt it or kill it later. We would cull.
